Quotation marks are used to surround the exact words a person says.

When a direct quote comes after the speaker, a comma is placed before the opening quotation marks; when the quote comes before the speaker, the comma is placed inside the closing quotation marks.

If a sentence in quotations is a question or an exclamation, the appropriate punctuation mark goes inside the quotation marks instead of a comma.
